He's conditioned to see threats in everything; if I had to guess, given he time it took to get this information at all, the limited security on this building, and the fact that he's obviously still here, the organization either doesn't see him as valuable enough to take direct action over or isn't interested in tangling with Torchwood for their own reasons. Luring him out in the first place indicates they're playing this cautious, anyway.
