[Read-Locked to Basement residents, Write-locked against everyone]

To everyone;

As most of you have no doubt heard, there was an altercation in the basement lobby which escalated to violence. Shots were fired. People were injured.

As a result of this incident, I'm moving on from this community we've established here, and I can say already, with certainty, that I'll miss it. It was a pleasure to be a part of this, in the time for which I was here.

Gwen Cooper will be assuming all duties I previously discharged. I recommend her to you with my confidence.

– Jack Harkness.

[Read-Locked to Torchwood, Write-locked against everyone]

As of today, I've resigned my commission as the head of Torchwood Three. Gwen Cooper will assume the position effective immediately. It was an honor working with you all.

– Jack Harkness.

[Locked to Hotel Basement residents]

Hello, everyone! Glad to be the purveyor of good news, for once.

There's a viable plague cure circulating through the city. It's a transferrable immunity, and will knock out any trace of plague in your system when you're exposed. This means that the air is safe to breathe again, and the quarantine of the Conrad Hotel is no longer in effect.

[Locked to Torchwood, Desmond Descant]

Can one of you head to the Conrad Hotel lobby and pick up someone named Cassandra O'Brien? Apparently she's sharing a body with another Rose Tyler, and will look exactly like her. Make her secure in the basement. It's – consider it a favor to me and the Doctor.

[Locked to the Doctor]

Doctor,

Apparently another Rose has showed up. Trapped inside her own mind with a woman named Cassandra O'Brien? I've got Torchwood looking after her, but I'm sure she'd love to see you.

What IS it with the doubles these days?

[Locked to Hotel Basement residents; locked AGAINST John Hart]

IMPORTANT ANNOUNCEMENT

There's a shapeshifter – someone with the ability to shift his appearance to mimic other people – with at least some knowledge of the Conrad Hotel on the loose. This man is armed and dangerous, and we suspect that he's already committed at least one murder.

I'm out helping the plague research effort for at least two more days, so if anyone sees me at the Conrad in that time (and is sure they're not seeing Desmond Descant), contact one of my team (Gwen Cooper, Toshiko Sato, Ianto Jones, Owen Harper) via secure journal post immediately. If you see Ms. Florence Vassey at any point, contact them as well.

This man does not have the implicit ability to chance the appearance of his clothes and was last seen wearing a red Napoleonic jacket, but you should not rely on this as your only means of identification.

[Locked to Torchwood]

Right. If any of you are contacted, let Sam know ASAP. Again, if you see me, and I look suspicious, I won't hold it against you if you choose to shoot to disable. I'd prefer that was a late resort when it comes to any of the other hotel residents, though.

Sam, you're staying incognito. sorry. If the Hotelgoers don't know you're in on this, there's not much chance John Hart will find out.

Right. Reporting from a clinic near the epicenter of this outbreak.

Here's what we know: the illness going around is highly contagious and fast-acting. It can, in cases, functionally incapacitate a healthy adult within two days. So far what we've seen have been mimicing flu-like symptoms; fatigue, congestion, headaches, a deep cough. It is aerosolized, but we have no information on range.

What we don't know is how far it's spread already, the likely progression, or the ultimate severity. It has the potential to become a serious epidemic, but we aren't certain that it will. The basement quarantine is, at this moment, a precaution; nothing more.

If you're not in the basement, I'm sorry for the inconvenience. We're working to get the upper floor of the hotel cordoned off by medical officials to make a secondary quarantine zone, admittance pending examination by one of the volunteer doctors from SeraClinic. Anyone concerned can make their way to SeraClinic or one of the other hospitals on Brando's list; all have been informed.

Stay calm, everyone.

[Locked: Hotel basement residents]

It's true. Calisto is dead. I checked her body myself, saw it with my own eyes. The terror is over.

I can promise more information forthcoming. Everyone will be informed. But for now, we have friends and family to look after. Those of you who are reading this, please offer what support you can. Do what you can. If you don't know what to do, see me, Gwen Cooper or Sam Tyler. We appreciate all the help you can offer.

We're at the end of a dark time, and there's light on the horizon. Keep up hope.

Everyone,

By now, you've probably seen Calisto's little message to everyone here. I know it's a frightening time, that many of you are regarding the future with a great deal of uncertainty and fear, and that it may seem like there's nothing you can do.

There is something you can do, even if it might not seem like much:

Stay safe.

If at all possible, stay inside the Hotel basement. We're in the process of making a series of public rooms which will be at your disposal; if you need to get up and do something, you can certainly help with that. You can swing a sledgehammer with the crew making the extra-long indoor garden, if you'd like something a bit more hands-on. Paint the walls. Carry furniture. Any little bit would make this place more habitable.

If you do go out, try not to go out alone. Keep alert. Stay aware of your surroundings. We're working on a system which will let you signal for help from a distance. Take all reasonable precautions.

But above all, remember this: Calisto is a terrorist. Fear is her best weapon; everything else is secondary. Keep a cool head and we're halfway to winning.

If you need to talk to anyone, Toby and Revan have kindly volunteered their time. If you have concerns, talk to me, Martha, or (if we're unavailable) find Ianto and the message will get to us.

We'll stick together, and we'll get through this. I promise you.

Toshiko! Told you I'd have toys for you to build. The first set is pretty simple: PANIC BUTTONS.

Great things. We used to use them all the time with Agency recruits.

Basically, something small enough to fit on a keychain (or a wrist device) with a locator beacon and a transmitter. Hopefully an unjammable transmitter. Hit the button and it sends an alert with the time and location to a central registry — my wrist device, your laptop, something we'll install in the Hotel Basement Lobby, whatever. Then someone notices the flashing red lights and comes running, hopefully with weapons and backup.

Should make people feel a bit safer going out of the hotel at night.
