It looks like our roles as caretakers of the wanderer population are about to get a lot more literal.

From what I hear, current wanderers and any new ones coming through are not going to have anywhere to go unless they elect to head out to the Main Gauche, and from what I hear from Elashte, that may not be a sustainable option. At the moment, we're sitting on top of the largest facility available to house them: the Kashtta Tower.

We need to get the academic wings set up to handle an influx of refugees. See that we have a system to assign rooms, set up common areas, work out some sort of rotation with kitchen duties and determine access controls on consumables.

And we need to find a way to lock down the Tower proper – the basement especially, but I'd like to restrict access to the offices above the first floor. Above the second, if necessary; we can relocate up, but I don't want civilians tramping all over Torchwood HQ, and I certainly don't want them messing with the Rift in the sub-basement. Not to mention the corrupted hallway and Owen's morgue. We can't proceed with this until we take care of those security concerns.

I know it's a lot to ask, but I'm asking it, and at this point the city of Chicago is asking it, too. I want the Kashtta partitioned and ready to be inhabited within four days, if at all possible and possibly if not. By the time the sun sets on Wednesday, let's have a place for the masses to call home.

because she's freakishly compitent, jack, already working as a field agent any time i go out to do anything, and as i haven't yet worked out a way to keep my journal secure from her, despite some experimentation, she'd be a security risk if she didn't work for us. do i need to spell it out for you?

She also seems to have no concept of a chain of command, and I'd seriously question whether she had any interest in Torchwood's mandate at all.

Yes, he mentioned that. I expect it's one of those things I'm expected to get used to. Still, I'd rather not air this argument for the rest of Torchwood to read, and I don't suppose cornering him face to face would be that much more secure anyway.

Put Torchwood back together, keep the city from cannibalizing itself, and if at all possible, undo some of the damage Chicago keeps doing on itself and everyone in it.

Hopefully Owen shares at least some of those priorities.

putting TW back together and keeping it stable is a large priority of Owen's and therefore mine. the organization means quite a bit to him, even if it's difficult to see through the way he relates to other people. the amount of work he's put into it, even if it is work he'd rather not do shows that clearly. he's also shown regularly that he cares about the city and its people and has done great work to try and understand the problems it faces so that he can help predict future problems and 'keep the city from cannibalizing itself' no matter how regularly it screws him over. and of course because understanding thing is awesome.

i would say that his problems with you and people in general aside, you share similar goals and interests.

You would join as a probationary agent. Your stipend would be held for a probationary period not to exceed two months, at the end of which time a decision would be made whether to hire you on or let you go. Your release from Torchwood would not mean the forfeiture of any more than 25% of your held stipend. Your performance would be evaluated by myself, and you would be expected to respond to the directives of Torchwood personnel including myself as orders from a superior officer. You would serve primarily as an adjunct to Owen Harper, secondarily as a Contingency officer serving the interests of Torchwood as a whole, in a capacity which could, under certain circumstances, override immediate duties as Dr. Harper's adjunct.
